Dear Supporters, On Tuesday, January 11th, the community and RGM attended the San Rafael Planning Commission Scoping Study Session which provided the public the opportunity to shape what topics are covered in the draft environmental impact report (EIR) for the Northgate Mall Redevelopment Project which will transform the existing Mall into a phased mixed-use development consisting of retail, housing and a Town Square. RGM submitted a letter to the City detailing our position. The current timeline is to have the draft EIR finalized by September 2022 accompanied by another public meeting prior to going before the Planning Commission. During the meeting, the Northgate developer, Merlone Geier, stated they were still revising the plans which were to be available “in the next few weeks”. To date, the revised plans have not been submitted to the City. Latest expectation indicates that the plans will be ready early March and we are anxiously looking forward to their submission. An engaged conversation amongst the Commissioners ensued as concerns were expressed over whether it was advisable to continue moving forward with the EIR with incomplete plans. One Commissioner asked whether the project could be slowed down until revisions become public, but the City declined to do so. RGM submitted a letter to the City stating our concerns about proceeding without an approved plan and reminding them that a revised plan was also promised last September and to date, none has been provided.
