Dear Supporters,

With the active participation of our 1000+ combined supporters, volunteers and donors, you successfully helped us mobilize and educate the broader community about our collective dream for the future of a Northgate mixed-use development and as a result the plan for a Costco megastore was defeated. 

The future of North San Rafael looks bright as we move towards seeing the development of Northgate into a vibrant mixed use Town Center.

TOGETHER WE MADE A DIFFERENCE!

2021 WAS A BIG YEAR

Throughout the year we worked on the following critical community issues:

• Finalization and adoption of San Rafael’s General Plan 2040

• Changes to State mandated traffic evaluation methodologies utilized by the City of San Rafael

• State mandated new laws and housing goals – Regional Housing Needs Assessment (RHNA) usurping local planning oversight

• Articulation of community concerns regarding the redevelopment of Northgate including (click here for details): 

  • A long-awaited Town Center in Phase 1 of the development NOT Phase 2 

  • A variety of housing options – design, massing (including 5 story structures) and density (proposal of 1356 housing units) 

  • The completion of the promenade including pedestrian and bike paths to SMART Train and throughout the Town Center

  • The requirement to surpass current environmental and sustainability standards (e.g., dual plumbing, recycled water, powered by electric renewable energy sources, etc.)

2022 WILL BE A CRITICAL YEAR

Our work is just beginning!

To create a healthy and sustainable community, together we MUST continue to work with the City and Merlone Geier, the Mall owner, to advocate for responsible growth and help manifest the development of a vibrant Town Center which has been the community’s aspiration for over 20 years.

• In January 2022 Merlone Geier will submit a Traffic Study to the City. We will need to hire a traffic study expert to review that study at an estimated cost of $4000 - $6000

• In April 2022 Merlone Geier will submit an Environmental Impact Report (EIR) to the City. We will  need to hire an expert in this field to review the EIR at an estimated cost of $5000 - $8000
